Article VI establishes the Constitution and federal laws as the supreme law of the land, binding all state judges and officials to uphold it.
Article VII details the ratification process for the Constitution, stating that the conventions of nine states would be sufficient to establish the Constitution among the ratifying states.

Article V of the United States Constitution outlines the procedures for amending the Constitution. It provides two methods for proposing amendments: the first method allows Congress to propose amendments if two-thirds of both the House of Representatives and the Senate deem it necessary. The second method requires Congress to call a convention for proposing amendments if two-thirds of the state legislatures apply for it. In either case, the proposed amendments must be ratified by three-fourths of the state legislatures or conventions, as determined by Congress.
Article V also includes provisions that shield certain clauses from amendment. Specifically, it prohibits amendments prior to 1808 that would affect the Constitution's limitations on Congress's power to restrict the slave trade or levy taxes on land or slaves. Additionally, it ensures that no state can be deprived of its equal suffrage in the Senate without its consent.
Since the Constitution's adoption, Congress has used Article V's procedures to propose thirty-three amendments, of which twenty-seven have been ratified and are now part of the Constitution.

The Convention of States is a movement aimed at calling a convention to propose amendments to the U.S. Constitution. One of the goals of this movement is to repeal the Sixteenth Amendment, which allows Congress to levy an income tax without apportioning it among the states based on population. As of 2024, the Convention of States Project has passed applications for a convention in 19 states, with 34 states required to call a convention. However, Congress is unlikely to agree to amendments that would repeal the Sixteenth Amendment, as it would reduce their control over the people. The movement relies on state legislatures to vote for a convention, and once 34 states have done so, Congress is required to call for the convention.
The Sixteenth Amendment was ratified on February 3, 1913, and it established Congress's right to impose a federal income tax. Since its ratification, the income tax has become a significant source of federal revenue and has had far-reaching social and economic impacts.
Efforts to repeal the Sixteenth Amendment through a Convention of States are part of a broader initiative to limit federal power and return more authority to the states and the people.
